About the Job

This is a Project/Program Manager role for a Development and Maintenance & Operations (M&O) project located in Vermont. The Project/Program Manager will be responsible for high-quality delivery of enterprise applications. This resource will work with the Development and M&O teams to accurately plan and estimate development work and to ensure client requirements are transformed into technical designs and implementation plans for enterprise-level solutions. The Project/Program Manager will work with the engagement architects to ensure detailed application design and technical documentation aligns with enterprise design principles and contractual obligations.

 

The Project/Program Manager will also develop presentations and reports for both internal and external client stakeholders on project updates, risks and issues, critical release schedule and dependencies, and expected results. This role will be an active member of the engagement project management office (PMO) and will ensure the engagement adheres to agreed-upon processes and service level agreement (SLA) criteria for both internal and external clients. Excellent verbal and written communication skills are extremely important for this position.

 

Primary Responsibilities:

  • Provide subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation and other areas based on established project management techniques
  • Drive delivery process to ensure various methodologies come together and team meets agreed-upon scope within committed timeframes and budget
  • Manage milestones and work with team to identify delivery dates and steps to get there: develop detailed project plans, dependencies, predecessors, milestones and earned value analysis
  • Facilitate meetings and interactions to achieve delivery objectives
  • Proactively identify issues using metrics and stakeholder feedback to avoid “fire drills”
  • Understand when to escalate an issue and who needs to be involved
  • Understand the budget, track actuals to budget, manage variances and develop forecasts
  • Review metrics/data and adjust as needed
  • Lead and work collaboratively with other members of the project team to ensure timely, high-quality delivery of enterprise applications
  • Manage decisions that affect employees and customers (internal or external), products, services and processes
  • Identify and mitigate quality-related risks/issues across the Software Development Lifecycle (SDLC)
  • Ensure compliance with applicable software standards and best practices
  • Provide accurate and timely reports to stakeholders
  • Solve unique and complex problems with broad impact on the business

Required Qualifications:

  • Bachelor's degree or 5 years of equivalent experience
  • 8+ years of IT Project or Program Management experience
  • 3+ years of project leadership experience managing multiple projects in a large-scale organization with emphasis on customer and service delivery
  • Proficient computer skills including the Microsoft Office Suite and working knowledge of program/project management software (Basecamp, MS Project)
  • Excellent problem-solving skills and good interpersonal skills to interact successfully with project managers, clients and support personnel
  • Hands-on experience with Waterfall, Agile or other iterative methodologies
  • Experience in requirement analysis, traceability, impact analysis or other project tracking and reporting processes
  • Experience with incident triage and root cause analysis (RCA) activities
  • Candidates should live in Vermont with the ability to work in Winooski or have the ability to relocate to the area
  • Ability to travel up to 25% of the time if necessary 

Preferred Qualifications:

  • PMP certification
  • Experience compiling and following strict budgets
  • Experience programing internet applications
  • Experience implementing highly secure applications and managing and protecting FTI, PHI, PII data
  • Strong understanding of State and Federal security policies and guidelines  
  • Experience working with application architects and reviewing architecture designs
  • Experience working on  projects requiring internal and external systems integrations
